WiMAX Forum will endorse M-Taiwan WiMAX Application Lab in Hsinchu and shows the highlights from WiMAX Forum PlugFest in Taipei

During the 2007 WiMAX Forum Taipei Showcase and Conference, WiMAX Forum announced the highlights from WiMAX Forum PlugFest in Grand Hyatt Taipei last week and announced that WiMAX Forum will endorse the M-Taiwan WiMAX Application Lab (MTWAL) in Hsinchu Science Park at the Press Conference yesterday and the General Assembly of the WiMAX Forum Taipei Member Conference today. With this laboratory located in Hsinchu, the WiMAX infrastructure in Taiwan will be enhanced more with the cooperation between academics (especially National Tsing Hua University and National Chiao Tung University in Taiwan), governmental organization, and companies in networking industry.
This laboratory provided an open environment where world-wide innovators can experiment and test WiMAX-related products and the stability of application solutions at Hsinchu Science Park. Currently, equipment and application developers will have the 1st priority in testing for the quality evaluation and knowing the sanctification of consumers before bringing them to market.
“Members of WiMAX shows the latest innovations at this showcase (WiMAX Forum Taipei Showcase), I believed that MTWAL will provide a complete product testing environment and applications in the WiMAX access area with the support from governmental and industrial organizations in Taiwan.”
“WiMAX is a brand new wireless network different from other similar industries, this service must be dominated with lots of different operators to maintain the basic infrastructure of WiMAX.” Ron Resnick (Chairman of WiMAX Forum) remarked at the Press Conference.
“WiMAX Forum chose Hsinchu Science Park as the development basis of WiMAX with a unique characteristic in networking industry in Taiwan. We held a PlugFest last week for brand new WiMAX products with 200 engineers participating this test to evaluate the performance and test the quality. With this PlugFest, participants experienced rich services and good quality of new products. The PlugFest also had numbers of milestones including testing the leading advanced antenna technologies delivering the fastest speeds and broadest coverage.”
“MIMO setups aren’t achieved until mid-week historically, but in this PlugFest, lots of vendors completed this high-risk testing and demonstrated the data flow ability between different matrices, as well as several beam-forming IOP set ups.” Ed Agis (Chairman of the WiMAX Forum Certification Working Group) said.
According to WiMAX Forum, lots of vendors also participated the exhibition of 2007 WiMAX Forum Taipei Showcase and demonstrated WiMAX technology solutions. Ron Resnick also remarked this information at the 2nd day Keynote of 2007 WiMAX Forum Taipei Conference. Mei-yueh Ho (Chairman of Council for Economic Planning and Development, Executive Yuan, R.O.C. Taiwan) also looked this MTWAL set up as a bright idea, and Steve Ruey-long Chen (Minister of Economic Affairs, R.O.C. Taiwan) praised this set up as a boost of WiMAX infrastructure in Taiwan.
Harvard’s Berkman Center blog group develops blogging tutorials

A discussion group about weblogs, or blogs for short, that meets at Harvard University’s Berkman Center for Internet & Society last week began releasing video tutorials about how to blog using various web and software tools.
Harvard University‘s Berkman Center hosts the blogging discussion group, which has met weekly for the past two years.
After months of discussion and collaboration on the new tutorials, at Friday’s evening meeting presenters showed off some of their early video tutorials, which stream recorded audio, and previously-captured video of a computer screen, along with simultaneous live audio from a microphone.
Participants learned how similar tutorials can be constructed using free software tools such as CamStudio. Audio of the session was made available on the World Wide Web.
Shimon Rura, a local software developer, presented a recent screen-capture + voiceover flash file he had made, demonstrating how to use a bookmarklet in the Frassle blogging package. Other participants discussed video demonstrations of how to podcast, and how to use specific blogging tools such as WordPress.
There was also disussion of a recent initiative to set up a Blogging101 site for distributing and translating these instructional materials. Rebecca MacKinnon, a noted blogger and Berkman Fellow, spoke about the BloggerCorps initiative to connect non-profits who want broader exposure with local blogging enthusiasts.
The meeting was held inside the main conference room in the Berkman Center’s Cambridge offices on Massachusetts Avenue.

Fort Lee, Virginia adopts RAPIDGate for fast civilian access

The U.S. Army installation at Fort Lee in Virginia will begin using a program called RAPIDGate that will replace passes issued to non-military persons who regularly require access to the facility. The program will take effect July 10, when the practice of issuing 90-day passes to people who present a valid driver’s license, vehicle registration, and proof of insurance for the vehicle used for access ends. Those passes will be grandfathered out as they expire.
The RAPIDGate program for fast entry into Fort Lee replaces what was once access privileges performed by the installation itself, which came free of cost. The new outsourced program administered by Portland, Oregon-based Eid Passport, Inc. enhances security to the installation by performing background checks. Their service comes at a price. The screening process makes a ten-year felony background check, performs a check against terrorist and sexual offender watch lists, and does a social security cross reference to validate a person’s identity.
Qualified applicants are issued a pass that enables them to bypass inspection pits and use any of the facility’s seven gates for access. Businesses whose employees would benefit by this are required to contact the program provider and have “point of contact” persons who can validate an applicant’s employment. Enrollment in the program costs the business US$199. A pass for each employee of the business costs $159 annually. The pass for employees expires after a year, when a new background check is required by the program.
The program is a voluntary alternative for civilians to conform with new access policies mandated by the Department of Defense and the U.S. Army, according to an information pamphlet distributed by the base. A kiosk will be set up at Fort Lee to accept applications that process a photograph, social security number, and fingerprint.
Those without a RAPIDGate pass will need to enter the fort at locations where their vehicle can be inspected. A rigorous inspection involves armed guards asking the driver to place keys on the dash board, pop the hood and the trunk, open the glove box, and have all occupants exit the vehicle and open all doors, including the hood and trunk. While the vehicle is inspected inside, another guard uses a mirror attached to a wand to inspect under the chassis of the vehicle’s undercarriage.
Eid Passport, Inc. specializes in identity authentication and background screening. Fort Lee will be the 12th military installation out of an estimated 250 military installations on U.S soil to implement identity screening as part of new policies mandated by the Department of Defense (DoD).
“The pass contains no personal information,” said David Smith, the director of marketing for Eid Passport. It does contain a barcode which is scanned at entry. The RAPIDGate program database includes a biometric fingerprint that might be checked by the scanning device against the presenter of the pass in times of elevated security. The pass is also embedded with an active RFID transmitter. The pass is scanned on entry to the fort at the gate check point, but not upon exit. If the RFID transmitter works properly, movement into and out of the base will be recorded.
The Fort Lee pamphlet mentions a “a new mandate” by the DoD. That mention appears to be in reference to portion of the language found in an Instruction issued in October last year by the DoD that states, “Implement a verification process, whether through background checks or other similar processes, that enables the U.S. Government to attest to the trustworthiness of DoD contractors and sub-contractors.”
The Instruction stems from a Directive signed by President Bush in August of 2004. That Directive, from the Department of Homeland Security, says in part, “Wide variations in the quality and security of forms of identification used to gain access to secure Federal and other facilities where there is potential for terrorist attacks need to be eliminated.”
Fort Lewis in Washington state was the first U.S. military installation to adopt the RAPIDGate program as a test in 2004. Since then, Fort Sam Houston, Fort Carson, and Fort Bragg, among other installations have adopted the program.
“What happened at Fort Dix, [New Jersey], as we look at it, is a Fort Dix issue,” Laura Arenschield reported spokesman for the 18th Airborne, Tom McCollum, as saying in June. “That should not be taken as an invitation for someone to try it here at Fort Bragg, but (security) is a living, breathing entity. You have to constantly change it just to keep those who are trying to penetrate it on their toes.” The new security measures will go into effect at Fort Bragg, North Carolina, which is among the largest of domestic military bases, starting July 8.

Indian Human Resources minister to reform technology sector

Kapil Sibal, India’s Minister of Human Resource Development (HRD) held a meeting Monday to present his reform plans for the Indian Institutes of Technology (IIT) sector by increasing the entrance percentage to 80% and above in the class XII (final year) board exams. A three-member committee was set up to review the proposal.
Sibal said, “The present criteria is that students need to secure 60% in class XII for appearing in IIT-JEE. This is not acceptable”, pointing out that the current criteria where students getting more than 60% in the board exam of the twelfth class are eligible for IIT-JEE is not good enough and that it has to be raised to 80-85%.
He also stated that students undervalue final year board exams, preparing instead for the Indian Institute of Technology Joint Entrance Examination (IIT-JEE); they enrol in coaching institutes and concentrate on their study material in order to enter IIT. He wants to abolish these “teaching shops.”
The meeting decided that they would set up two committees, one headed by Anil Kakodkar, Atomic Energy Commission (Chairman) and other by T. Ramasamy, Department of Science and Technology (Secretary). The first committee is scheduled to decide final year board percentage and the second one is scheduled to set the curriculum.
The Kakodkar committee also plans to decide how to abolish coaching institutes and how to move IIT field forward with a greater emphasis on research. The committee is expected to submit its report in the next six months. The minister also clarified that some of these will be implemented from the 2010 academic year and some from 2011.
The meeting was also expected to reduce the fee for African and South Asian Association for Regional Cooperation (SAARC) countries as their fees are higher than those of Indians. The review committee says that people of other countries are tempted to study in India but they refrain due to high fees. The Ramasamy committee is expected to submit its report in the next three months.
Lastly, the meeting said that it will appoint board members and directors on the basis of nominations and independent rank and power to ensure IIT’s activity.

International Criminal Court to investigate war crimes in Palestine

On Wednesday, Chief prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced her office’s decision to formally investigate alleged war crimes in Palestine. The investigation is to be led by British lawyer Karim Ahmad Khan, who is scheduled to replace Bensouda as chief prosecutor on June 16.
Bensouda said “[t]he decision to open an investigation followed a painstaking preliminary examination undertaken by my office that lasted close to five years”. Bensouda promised a “principled, non-partisan, approach” for the case and said the case will be handled “independently, impartially and objectively, without fear or favor.” The preliminary examination was conducted in December 2019, finding “war crimes have been or are being committed in the West Bank, including East Jerusalem, and the Gaza Strip”.
The chief prosecutor said the probe will focus on alleged war crime committed since June 13, 2014, a few weeks before the Israeli military operation in the Gaza Strip. Bensouda said the priorities of investigation are to be “determined in due time”. She named both Israeli Defense Forces as well as Palestinian militant group Hamas as the potential perpetrators.
Palestine is a member of the ICC since 2015 and has long accused Israel for war crimes. Israel is not a member of the ICC and claims the court has no jurisdiction over Palestinian Territories because Palestine is not sovereign.
Israeli Prime Minister Benjamin Netanyahu called ICC’s decision “the essence of anti-Semitism and hypocrisy” and said the court was “turning a blind eye to Iran, Syria, and the other dictatorships that are committing real war crimes.”
In the statement Netanyahu also said: “Without any jurisdiction, it decided that our brave soldiers, who take every precaution to avoid civilian casualties against the worst terrorists in the world who deliberately target civilians, it’s our soldiers who are war criminals”. He has promised to “fight for the truth until we annul this scandalous decision”. Israeli Foreign Minister Gabi Ashkenazi called the ICC’s decision “morally bankrupt and legally flawed”.
Spokesperson from the U.S. State Department Ned Price said “[w]e will continue to uphold our strong commitment to Israel and its security”. Price also said ICC “has no jurisdiction over this matter”. Israeli ambassador to the U.S. Gilad Erdan promised to “continue working together” with the US.
The United States, also a non-member of the organisation, has targeted sanctions against the prosecutor’s office under former US President Donald Trump. American Israel Public Affairs Committee urged current US President Joe Biden to keep the sanctions in place calling this move by ICC “illegitimate, politically motivated investigation”. The United States also opposes the ICC investigation on U.S. forces in Afghanistan.
The Foreign Ministry of the Palestinian National Authority, which exercises authority in the West Bank, called the decision “a long-awaited step that serves Palestine’s tireless pursuit of justice and accountability”, while also asking nations not to politicise “these independent proceedings”.
Spokesperson for Hamas Hazem Qassem, who had asserted rocket attacks fired on Israel in 2014 were legal under international law, said: “we welcomed the ICC decision to investigate Israeli occupation war crimes against our people”. Qassem also told the Associated Press it “is a step forward to implement justice, punish the occupation, and do justice to the Palestinian people”.
According to the estimates by the United Nations, 2200 Palestinians including 1500 civilians were killed in the 2014 Gaza war, referred to as Operation Protective Edge in Israel. According to Israeli estimates at least 73 Israelis including six civilians were killed in that operation.
The Israeli government has conducted public relations and diplomatic campaigns in an attempt to prevent the investigation, The Associated Press reported.
